Fuel Relief and Housing Plans Stalled: What Italy's Cabinet Decision Means for Your Wallet
The Italian Cabinet convened on Thursday without addressing two measures that households and businesses have been monitoring: the sliding fuel tax mechanism and the Piano Casa housing plan.
What Happened
The Council of Ministers met at 17:00 but neither item appeared on the agenda. Transport Minister Matteo Salvini clarified this morning that responsibility for the sliding excise mechanism—locally known as accise mobili—falls within the remit of the Ministry of Economy and the Ministry of Enterprises and Made in Italy, not his portfolio. Speaking at the LetExpo trade fair in Verona, Salvini told journalists he was exchanging messages with Finance Minister Giancarlo Giorgetti, currently in Brussels for economic talks, to track developments.
"I don't want to step on anyone's toes or give inaccurate information," Salvini said. "I don't know if the decision will come today or tomorrow, but all the competent ministers are working on it."
On the broader issue of fuel prices, Salvini addressed concerns about speculation in the supply chain. "The problem isn't the gas station owners, who are only the last mile," he said. "The problem is further up the chain. I'm thinking of certain oil companies that are very quick to raise prices within hours of a crisis breaking out, but not nearly as fast to lower them when things calm down. That's the front on which the government is engaged."
The Ministry of Enterprises, led by Adolfo Urso, has convened an anti-speculation task force that ordered the Guardia di Finanza, the energy regulator ARERA, and the competition authority to scrutinize the supply chain for pricing irregularities.
What Actually Made the Agenda
While the headline-grabbing dossiers were deferred, the Cabinet advanced three other measures:
EU Anti-Trafficking Directive Implementation: A legislative decree transposing European Union directives against human trafficking into Italian law, updating investigative powers and victim-protection protocols.
Italy-China Film Co-Production Agreement: A ratification bill formalizing a bilateral framework for joint cinema projects, opening pathways for Italian producers to access Chinese financing and distribution networks.
Ministry of Infrastructure Reorganization: A draft decree amending the October 2023 restructuring of the Ministry of Infrastructure and Transport, tying into organizational and planning updates.
What Comes Next
The government has not set a firm date for revisiting either the fuel tax mechanism or the Piano Casa housing plan. Both files are expected to resurface at the next Cabinet meeting, though no date has been announced. In the meantime, residents face continued uncertainty on both fuel pricing decisions and housing policy developments.
