The intervention comes as the European Union accelerates its €15.6 billion IRIS² satellite program and finalizes a landmark EU Space Act to establish sovereign control over communications, data flows, and security infrastructure.

In the twentieth century, maritime powers claimed oceanic routes and resources before international law caught up. The twenty-first century equivalent is playing out 550 kilometers above our heads.

The numbers reveal the scale of the land-grab. According to data from July 2026, roughly 32,000 objects including active satellites and debris now occupy Low Earth Orbit. Starlink satellites performed nearly 355,000 collision-avoidance maneuvers between June 2025 and May 2026 alone — an average of over 40 course corrections per satellite per year. By 2027, that figure could reach 1 million annual maneuvers as constellations expand.

The ESA Space Environment Report 2026 documented 1.2 million untraceable debris fragments in the most congested orbital band. In a sign of mounting urgency, the agency has reduced its recommended de-orbiting window from 25 years to just 5 years, hoping to limit the time defunct hardware endangers operational systems.

Italian security agencies have flagged a more specific concern: by 2031, prime orbital slots could be fully allocated, leaving entire continents without guaranteed capacity for independent communications, navigation, or defense infrastructure. The warning frames space not as an infinite void but as a finite strategic resource — one currently allocated by speed of arrival rather than negotiated agreement.

Lessons From Ukraine Changed Brussels' Calculus

The war in Ukraine provided European policymakers with a vivid demonstration of the risks Labriola now articulates. When conventional communications infrastructure failed or was destroyed, satellite connectivity — primarily Starlink — filled the gap. The experience underscored a harsh reality: depending on a private foreign entity for essential communications during a crisis is a strategic vulnerability.

That realization accelerated European efforts. The EU Strategic Compass of March 2022 first identified space as a strategic domain requiring autonomous capabilities. By June 2025, the European Commission proposed the EU Space Act, a comprehensive regulation designed to harmonize standards across member states while establishing sovereign control over critical infrastructure.

The legislation rests on three pillars. First, security: new mandatory tracking and debris-reduction rules to preserve safe access. Second, resilience: tailored cybersecurity requirements aligned with NIS 2 and the Cyber Resilience Act, ensuring operational continuity under attack or interference. Third, sustainability: environmental impact assessments and incentives for orbital servicing technologies that extend satellite lifespans.

Perhaps most significantly for investors and operators, the Act introduces foreign investment oversight mechanisms (Article 95a) for European space companies — a direct response to concerns about strategic assets falling under non-EU control.

IRIS²: Europe's Sovereign Constellation Takes Shape

The centerpiece of Europe's push for orbital independence is IRIS² (Infrastructure for Resilience, Interconnectivity and Security by Satellite). After years of negotiation, the European Commission and the SpaceRISE consortium signed the implementation agreement in August 2026, moving the project from planning to full execution.

The constellation will comprise 348 satellites330 in Low Earth Orbit and 18 in Medium Earth Orbit. In a significant late-stage revision, 66 additional satellites were added to the original plan specifically to strengthen defense and emergency service capabilities.

The industrial architecture is distinctly European. The SpaceRISE consortium includes satellite operators SES, Eutelsat, and Hispasat as primary members, with Airbus, Deutsche Telekom, Thales Alenia Space, and OHB serving as key industrial suppliers. Eutelsat has been confirmed as the LEO segment leader, responsible for designing and operating the bulk of the constellation's low-orbit assets.

Financing reflects the strategic priority. The total program value exceeds €15.6 billion, with the EU contributing €2.4 billion from its 2023-2027 budget. Poland, Hungary, and Spain have committed additional national funds. First launches are scheduled for 2029, with services coming online progressively thereafter.

Eutelsat's latest financial results illustrate the commercial momentum. The company's LEO revenues reached €297 million in fiscal 2025-26, representing 69.5% year-over-year growth and now accounting for 25% of total revenue. As of March 2026, Eutelsat has already launched over 400 LEO satellites, positioning it as the incumbent European operator.

What This Means for Residents and Businesses

For anyone living in Italy, the implications are more immediate than they might appear. Satellite infrastructure underpins daily services that most citizens take for granted — from GPS navigation and financial transaction timing to emergency response coordination and rural broadband access.

As things stand, a significant portion of these services flow through infrastructure controlled by non-European entities. The Ukrainian precedent showed that a single private decision could alter communication capabilities for an entire nation during wartime. In peacetime, the risks manifest differently: pricing power, data routing jurisdiction, and the ability to deny service during commercial or diplomatic disputes.

The EU Space Act will eventually require all operators — European and foreign — offering services in EU territory to comply with the new standards. For citizens, this means greater assurance that critical communications infrastructure meets European security requirements rather than depending solely on corporate policies of foreign operators.

Italian businesses, particularly those in remote areas or sectors requiring secure communications, will gain a new contracting option once IRIS² becomes operational. The system prioritizes government and emergency services but will offer commercial capacity for enterprises. Companies like TIM, where Labriola serves as CEO, will likely serve as ground segment partners, integrating satellite connectivity into their service portfolios.

The Regulatory Gap Remains

Despite the progress, Labriola's core concern persists: Europe may build its own infrastructure, but the international framework governing who gets to occupy which orbital slots remains effectively unwritten. The 1967 Outer Space Treaty and subsequent agreements address liability and weapons but not allocation of commercial real estate in orbit.

Without continental-level agreements — the kind Labriola advocates — the risk remains that Europe's spacefaring competitors simply occupy positions faster, leaving later arrivals with degraded options. The analogy to maritime history is apt: international law eventually regulated the seas, but only after centuries of conflict and enclosure.

The difference in 2026 is that space infrastructure can be deployed in years, not centuries. The regulatory vacuum may not last long enough for lessons to be learned gradually. Labriola's argument is essentially that Europe cannot afford to let history repeat itself — or rather, that this time history might move too fast to catch up.
